Industrial wastewater treatment

Treating wastewater is mostly an exercise in turning a large problem into a small one: the water is dealt with, and what remains is a much smaller volume of solids. The catch is that the solids inherit everything the water carried.

Whatever reaches the system ends up in the sludge

Treatment concentrates. Metals that were dilute in the rinse water are not dilute in the filter cake, and if a listed waste reached the treatment system then, under the derived-from rule, the sludge produced from treating it generally carries that listing — regardless of what the sludge analysis shows. This is why the most valuable intervention on a wastewater system is usually a pipe rather than a chemical: divert one listed stream away from the common sump and everything downstream of it stops inheriting the code. Sites spend years optimizing treatment chemistry to reduce a disposal cost that a segregation change would have removed.

Frequently, and it is the first thing worth modeling. If a single listed stream is what makes the whole sludge listed, diverting it changes the classification of everything downstream.

Both exist. Which is sensible depends on volume, on what your discharge permit allows and on whether the residue would be easier to manage as a cake than as a tanker of water.
