Florida is the only state Greer serves from two directions. The panhandle is closer to the Mobile head office than to most of Florida; the peninsula is served from the Tampa office. Which one a site belongs to is a scheduling fact rather than an administrative one, and it changes what is practical.

One state, two service areas

Florida is long. Pensacola is closer to New Orleans than to Miami, and a generator in the panhandle and a generator in the south of the state have almost nothing in common operationally even though they file under the same agency. FDEP rules sit over the federal baseline rather than replacing it, so a waste is classified the same way in Florida as anywhere else and the requirements around it are not. A permit that satisfies FDEP is not automatically the one the next state asks to see.

Both. FDEP administers an authorized program, which means Florida runs hazardous waste regulation itself rather than the federal government doing it there. The federal rules are the floor: a waste is classified the same way in Florida as anywhere, and FDEP can be — and in places is — more demanding about what happens next.

Not automatically. Each site is a separate generator with its own identification number and its own monthly count, and a permit or registration that satisfies FDEP is not by itself the one the neighboring regulator asks to see. What does travel is the transporter: Greer holds its own permits across all eight states, so one company is on the manifest whether the load starts in Florida or across the line.
