Refinery waste disposal

Refineries are one of the few industries whose waste is listed by name. The K-list assigns codes to specific refinery residues, and it does so by the unit the material came out of rather than by what the material turns out to be — which means two sludges that look identical on the bench can carry different codes, different treatment standards and different costs.

The code follows the unit, not the analysis

Dissolved air flotation float, slop oil emulsion solids, heat exchanger bundle cleaning sludge, API separator sludge and leaded tank bottoms each have their own listing. The consequence is that the origin of a load is part of its identity: a sludge from the API separator is that listing even if its composition happens to resemble something from elsewhere on the site, and a mixed load of sludges from several units carries all the codes that went into it rather than an average. The operational answer is unglamorous and effective — keep unit-origin streams separate through collection, because combining them combines their codes and the most restrictive treatment standard then governs the whole load.

What the regulator expects

The parts of the federal rules that decide how a refinery generator is treated — and the ones that catch this industry specifically rather than every industry equally.

Mixing loads mixes codes

A roll-off holding sludge from two listed units carries both listings, and the most restrictive treatment standard applies to the whole box. Segregation at collection is worth more than any negotiation on disposal rate.

Recoverable oil is not automatically a waste

Hydrocarbon returned to the process rather than discarded is handled differently from hydrocarbon sent away. Where recovery is genuine and the material re-enters the refinery, the analysis changes, and it is worth establishing deliberately rather than by default.

Turnaround volumes outrun accumulation limits

An outage can generate more hazardous waste in three weeks than the site does in a year. The clock on accumulation does not pause for a turnaround, so the removal schedule has to be part of the outage plan.

The questions that come before a quote

What refinery generators ask before they ask for a price, answered from the rules rather than from marketing copy.

You can physically, and it usually costs you. The listings attach by origin, so the combined load carries both codes and is governed by the stricter treatment standard. Keeping them apart through collection is the cheaper decision even when it is the less convenient one.

Frequently. Where the hydrocarbon fraction is high enough, fuels blending recovers the energy value rather than paying to destroy it. Whether that beats incineration depends on solids and contaminant loading, which is a profiling exercise rather than a judgment call.

At the same time as the equipment. The streams a turnaround generates are known from the work list, so they can be profiled, containered and scheduled before the unit comes down. Waste is the part of an outage most often planned last and most often the reason the site runs past a limit.
