Household waste is excluded, and that is not the end of the sentence
Waste generated by households is excluded from federal hazardous waste regulation, and material collected from residents at a municipal collection event generally retains that exclusion — it does not become hazardous waste simply by being gathered up. That is the part people get right. The part they get wrong is concluding that the collection can therefore be run casually. The exclusion is about the regulatory status of the material, not about safety, segregation, storage, transport or the liability a city carries for what it accepts and where it sends it. States frequently impose their own requirements on collection programs, and the moment a program also accepts waste from small businesses, that portion is not household waste and is regulated normally. The workable position is to run the event to hazardous waste standards regardless, and treat the exclusion as relief from paperwork rather than from care.
